In mu opinion, you should get her out on walks every evening, cut down on the protein, give her more vegetable foods which are way healthier than other products like fast food for example (and less calories of course).

It may be a little difficult for an 11 year old girl to be dieting at an early age. So you can start by giving her more fruits and waters on her meal. You can also spend time with her riding bike or running on the park. If she enjoys a sport, then play that sport with her. You can also ask her to drink at least 8 glasses of water daily and more of fresh juices. :)

Never tell her she's overweight or fat. It may really hurt her feelings so, ask her if she want's to come with you for a walk and maybe give her a daily task of walking your pet puppy (if you have one).

Give her only fresh fruits and vegetables, unprocessed nuts and whole grain foods.

Allow her to eat fruits in the natural state. She can get sugar from these. Do not give her anything that has processed sugar.

She can get enough protein from plain milk, white meat and fish.

for someone going through such a fragile part of their life, don't do anything drastic and take gradual steps.
I agree with seeing a dietitian. Don't even think about taking diet pills or any sort of fad/gimmicky diet.

For a starter, prepare a chart of what you usually eat, jot down EVERYTHING that you eat so you have a general idea of what you can cut down on.

For someone your age, I would recommend having an intake of 25% fat, 25% protein, and the rest from vegetables and grain.

But remember to stay away from white rice and bread, especially those bagels and croissants.
